| Bill Bullard Vice President

Bill Bullard Jr. brings extensive experience in state and local government with him to the Strategic Public Affairs team. Most recently, Mr. Bullard is serving his fourth year as the Chairman of the Oakland County Board of Commissioners. He has twice been unanimously elected by his fellow commissioners as chairman. As Chairman of the Board, Mr. Bullard has successfully led the County Commission’s adoption of four balanced budgets without raising taxes.
Prior to his service on the Oakland County Board of Commissioners, Mr. Bullard gained extensive experience in local and state government. In 1978, he was elected Highland Township Trustee and served in that position for two years before being elected Highland Township Supervisor in 1980.
After serving as supervisor, Mr. Bullard successfully ran for his first term in the Michigan House of Representatives in 1982. He served as a State Representative until 1996, along the way gaining experience in leadership, as the Assistant House Republican Caucus Chairman from 1983 until 1984, and then the Assistant House Republican Floor Leader from 1985 until 1990.
Following his service in the Michigan House of Representatives, Mr. Bullard was elected to the Michigan State Senate in a special election in 1996, and then reelected in 1998. As a legislator, Mr. Bullard sponsored over one hundred and seventy bills that were signed into law. During his time in the legislature, Mr. Bullard was the recipient of numerous honors for his work, including:

In addition to his work as a public servant, Mr. Bullard is a member of numerous organizations, including the Huron Valley Chambers of Commerce, Highland Business Association, Fraternal Order of Police - Southwest Oakland County Chapter, Mediator - Oakland County Circuit Court and District Courts, University of Michigan Club of Greater Detroit, and Sphinx Junior Honorary Society and Michigamua Senior Honorary Society - University of Michigan.
Mr. Bullard received a B.A. in Political Science from the University of Michigan, and graduated from the Detroit College of Law with a Juris Doctorate. He is admitted to practice before the United States District Court for the Eastern District of Michigan; the Sixth United States Court of Appeals and the United States Supreme Court, and is a member of the Oakland County Bar Association and the State Bar of Michigan. |
| Lisa Nocerini Vice President

A graduate of Northern Michigan University, SFA’s Vice President Lisa Nocerini has extensive experience in state, federal and local government.
In 2000, Ms. Nocerini served as a Legislative-Aide to the first African-American Democratic Leader in the State of Michigan House of Representatives, Kwame M. Kilpatrick. Following his election in 2002 as the Mayor, Ms. Nocerini was appointed to work under the Chief Administrative Officer, Derrick Miller, as an Executive Assistant. In 2003, Ms. Nocerini was appointed to serve as the Federal Liaison for the City of Detroit where she was responsible for the City’s FY 2003-2006 Appropriation Requests for 20 City Departments.
While maintaining her role as the Federal Liaison, Ms. Nocerini was also appointed to the position of General Manger for the City of Detroit Strategic Management Center where she played a significant role in the development of key city initiatives for the Mayor. Ms. Nocerini was also given the task to work with the Director of the City of Detroit Department of Homeland Security to create a multi-discipline, proactive, risk mitigation plan for the City and was also recruited to work on the design and execution of the City of Detroit Fusion Center.
In 2006, Ms. Nocerini moved into the City of Detroit Information Technology Services Department where she served as a key advisor to the Chief Information Officer (CIO), Derrick Miller. Ms. Nocerini worked closely with the CIO and the Deputy Director on plans to realign the department to support the changing technology needs of the City.
Ms. Nocerini has served as a representative or alternate for the City of Detroit on a number of boards including, the Southeast Michigan Council on Governments (SEMCOG), Detroit Riverfront Conservancy (DRFC), Metropolitan Affairs Coalition (MAC), Detroit Area Regional Transportation Authority (DARTA) and the Michigan State Fair Coalition.
Ms. Nocerini has played a key role in local, state, and federal government and her expertise is a crucial element in Strategic Federal Affairs ability to service its client’s needs. Her areas of expertise include; Transportation, Education, Homeland Security, Economic Development and Technology. Ms. Nocerini is based in Michigan and travels back and forth to Washington, D.C. weekly to serve the needs of the SFA clients. |
| Gerald H. Law Consultant

Gerald H. Law brings experience and a great work ethic to Strategic Public Affairs. His remarkable career makes him an outstanding asset to the Strategic Public Affairs team.
Mr. Law obtained his B.S. in Business Administration as well as his M.B.A. in Finance from the University of Detroit. He then went on to attend Wayne State University Law School where he was awarded a Juris Doctor Degree.
Mr. Law began his professional career as a Financial Analyst for the Bank of the Commonwealth. In 1971, he was hired as a Financial and Budget Analyst for Ford Motor Company. During his time of employment with Ford, he also served as Township Trustee.
In 1983, Mr. Law was elected to the Michigan House of Representatives where he served until 1991. He was then re-elected in 1995 and served until 2000. During his absence from the Legislature, Mr. Law served as Plymouth Township Supervisor and as Executive Assistant to the Commissioner of the Michigan Lottery. It was in 1991, that Mr. Law began his teaching at Schoolcraft College as a Business Instructor, a job he continues today.
Upon completing his service in the Michigan House of Representatives in 2000, Mr. Law started a small business. He also began his career as a governmental consultant at that time. He is well-respected within the community and has been involved on many levels in community service. He is an active member of the Kiwanis Club, the Canton Chamber of Commerce, and the Polish-American Congress. He is also involved with the Michigan Humane Society, the Detroit Zoological Society, Friends of the Rouge as well as the Michigan Coalition Against Domestic/Sexual Violence, the Michigan PTA, and Angela Hospice in Livonia.
Mr. Law currently resides in Canton, Michigan with his wife Chris. He is the proud father of two daughters, Katherine and Jennifer, and the proud grandfather of Anthony.

| Dale A. Jurcisin Consultant

Dale Jurcisin is a highly valued associate in the government relations firm of Strategic Public Affairs. Throughout his notable career, Mr. Jurcisin has demonstrated a dedication to serving the community.
Mr. Jurcisin received his undergraduate degree at the University of Michigan and graduated from Wayne State University Law School.. Mr. Jurcisin then went on to study at the FBI National Academy.
Throughout his professional career, Mr. Jurcisin has both served his community and worked with several well-known elected officials. In 1974, he began working for the law office of Bokos, Jones and Plakas, PC, specializing in Municipal and Labor Law.
From 1983 to 1990, Mr. Jurcisin worked as the Chief of Staff for Wayne County Sheriff Robert Ficano. Then in 1991, he became Assistant Wayne County Executive for Edward McNamara.
In 2002, Mr. Jurcisin decided to pursue a new type of career. Utilizing his experience of serving on the Livonia City Council for eight years as well as his political affiliations in his work as a Democratic Party precinct delegate, a delegate to the Democratic National Convention and as co-chair on the Issues Committee for Granholm for Governor, Mr. Jurcisin became a governmental consultant.
Mr. Jurcisin has worked to serve his community through his involvement with the Livonia Family Y Board, the Livonia Cable Communication Commission, the Livonia Civil Service Commission, and the Livonia Spree Committee and as a coach for the LJFL football and baseball.
Mr. Jurcisin currently resides in Novi, Michigan with his wife Bonnie. He is the proud father of three sons, Drew (Jennifer), Mike (Melanie) and Marc and the proud grandfather of Zach.

| Nicole Traxler-Wright Director of Research

Nicole Traxler-Wright has been involved in government relations for years and has valuable experience on the local and state levels.
As part of the Strategic Public Affairs team, Ms. Traxler-Wright conducts issue and legislative research and analysis, coordinates and seeks out opportunities for clients through grants and federal sources of funding, designs literature, promotional pieces, invitations, and other printed and electronic material, and conducts a variety of other projects as needed.
Previously, she served as Administrative and Legislative Aide at MichBio, a nonprofit organization dedicated to growing the life sciences industry in Michigan. In that capacity, she interacted with member companies, coordinated events and marketing campaigns, tracked legislation and issues of interest, and helped oversee the creation of a new website and database system to assist member companies in becoming more accessible to each other as well as outside companies.
Prior to her work in the nonprofit sector, Ms. Traxler-Wright gained valuable government experience, starting out as an intern for the Speaker of the House. After her internship, Ms. Traxler-Wright moved on to run a state house campaign in Kalamazoo. She continued her involvement working in legislative and executive offices in Lansing, along with gaining more campaign experience.
